Biblically I think the answer would be sukot (Pentecost) hands down. It is the holiday when we are commanded to be happy (or else!). v’samakhta b’khagekha v’hayita akh sameakh. (And from whence we learn the commandment to be happy on all biblical holidays.) And indeed it is magical with the decorations and the great weather and the outdoor living.
