Even if you tender, all/any/some of the people on your ship are going to land if they so desire. It doesn’t matter if they walk off the ship or take the tender (except for very old or severely handicapped). Cabo is a good example of tendering. All those tourists didn’t arrive by sea..actually very few and those that did are there for a day.
