Honestly I think its unlikely get you will get back together other than as a short term thing. Clearly he cares about your feelings and is trying to soften the blow but basically he is saying he does not have time for a relationship because he has much more important things to worry about and yes he cares for you but not enough to stay together and find a way to work around things.
